In my view, Ivan the Terrible was actually worse. Ivan beheaded/killed hundreds of thousands of Russians due to a fear of losing power (kind of like Stalin). Jong-il killed tens of thousands through work camps. Jong-il is nothing compared to Ivan, in my opinion. - KingSlayer93316
