You have mean and nice people in Rhode Island - it depends on who you meet and where. It has a bad reputation because it's a small state. The media does not stress it's natural beauty and focuses on its corrupt politics. Generally people in the smaller cities and rural areas are friendlier than in the large cities, and if you are friendly and say hello most do respond kindly. This state does not deserve to be ranked as 49th; it should be about average.
