Ice/Frost can do many things, You can manipulate water to turn into ice meaning that you can control water. This means that you can have ice anywhere on earth because there are water molecules in the air. Also if it is raining, you will have complete control over the entire area. Also with frost you could freeze people to death and/or create barriers to block attacks such as lightning and fire. Think about it with this ability you could freeze the blood flow in a persons body killing them in seconds you create explosions by suddenly dropping the temperature. It is ultimately malleable and can be used to make both shields and weapons. Freezing all the different gases so air is useless you could even beat a fire elemental by melting your ice attacks turning them into water dealing great damage. The ice walls shields and weapons give you similar powers to earth so that to is useless against ice. Water is obviously a pointless attack on ice as it will freeze with ease. I cannot name a power stronger but it is probably weakest to magic and telekinesis but wont go down easy.
