I'm American and I have family in DC. It used to be quite violent but in the last ten years it has emerged as a clean, safe, nice city. Great History and a lot to do. Incredible city with a very unique nightlife. A lot of interesting history packed into a fairly combat place. Strongly recommend. Sure it has a high crime rate, but from 1995 to 2010 almost 50% percent of the crime lowered. Lol, just about all of these cities on this list are on my bucket list...
